Strategic Planning, High -Level Government Interagency and International Service
Participated in development, writing, and interagency coordination of five of the eight President's U.S. National Security Strategies. Wrote and helped negotiate major sections of two U.S. Treaties and related documents; contributions to two other U.S. Treaties. Represented the United States and negotiated face-to-face in Moscow, Brussels, Vienna, and Washington with senior officials of Former Soviet Union and Allied governments. Organized and established Washington office to manage CFE Treaty ratification process.
